The Town of Innisfil is embarking on an Official Plan Review and Growth Management Strategy. A consulting team led by Sorensen Gravely Lowes Planning Associates has been retained to prepare this study, which is to be concluded in 2006. Innisfil's Growth Management Strategy

 

The County of Simcoe Official Plan encourages each municipality to undertake a Growth Management Study to develop long-term growth projections. The current Town of Innisfil Official Plan sets out a population target of 45,200 by 2011. There are a number of development applications pending before the Town that could significantly increase that target. The Town of Innisfil has therefore initiated a Growth Management Strategy to determine the population and employment growth that could be anticipated in the Town by 2025 and the land area necessary to accommodate that growth.

The Growth Management Strategy will be based on the following principles:

The level of growth should reflect what can reasonably be attracted and accommodated
Creation of a strong, self-sufficient, live-work community
Employment growth opportunities must be achieved in concert with population growth
Location of growth areas need to contribute to a strong Innisfil identity
Recognize how residents want their community to grow and evolve
Protect the best elements of the rural character and natural features
Create settlements that are diverse, compact, walkable, pedestrian communities

The Town of Innisfil’s key objective is to undertake a credible, objective and thorough evaluation of each potential growth option with an eye towards meeting the future needs of the population of the area.

Innisfil's Official Plan Review Components

 

The Town of Innisfil Official Plan Review will identify issues, concerns and limitations with the existing Official Plan. Policies will be developed for key elements including the natural environment, agriculture system, employment balance, settlement growth, housing, and the waterfront/shoreline.

Key issues include:

Natural Heritage Strategy - ecosystem evaluation of existing natural features’ sensitivity and significance
Urban Design - streetscape design, neighbourhoods design, building design, integration of natural features and heritage assets
Transportation - road network constraints and connectivity to surrounding network, commuting trends, GO transit initiatives, road rights-of-way
Rural and Agricultural Areas - specialty crop areas, agricultural performance related to public values, delineation of rural and agricultural areas and rural/settlement boundaries

What is an Official Plan?


An Official Plan is the Town’s blueprint for rural and community development. It provides longterm goals, objectives and policies for community growth, generally for a 20-year timeframe. An Official Plan sets out a strategy to direct that growth, as well as to protect key elements of the Town’s natural and rural environment.

Why review the Official Plan?


An Official Plan that met the needs of the citizens of the Town many years ago may not meet all the current needs of its residents today. This may be due to many factors including changing demographics, population growth, environmental and heritage concerns, technological advances, changes in Provincial or Municipal policies, etc. As well, the Province requires the Official Plan to be reviewed every 5 years. The current Official Plan was approved by the Province in 1995 and has been subject to 17 amendments.

What format will this review take?


A Community Liaison Committee (CLC) has been established to assist in the preparation of the Official Plan Review. This Committee is composed of representatives of public agencies, landowners, social service groups, farm organizations and community groups. The CLC meets with staff and the consulting team at regular intervals to review the progress of the study and to provide input and local direction to the team.

Will the public be able to provide input during this review process?


I n addition to the various CLC meetings, a number of public workshops/open houses and public meetings have been held, with others planned. Information on upcoming meetings will be published in local newspapers and on this website. We anticipate that the next public meeting will take place sometime in March.
